PROPOSED REGIONAL GULU PROJECT (NORTHERN UGANDA)
Executive summery/ brief description: Introduction.Gulu district is located in the extreme north of northern region which is neighbored by northern districts like Lira, Kitgum, Amuru, Pader, and Lamor which are war conflict areas of northern region. Gulu district is one of northern districts which have been a victim of war tremor in the last 21 years of Uganda’s political instability. Northern region districts have registered very high numbers of refugees, death rates, rates of HIV/AIDS scourge Ebola, hepatis E virus, malaria and other diseases, camps, orphans, school dropouts, rape and defilement, poor structures, poor health and education facilities, roads etc. in the last two decades of war. The war in northern Uganda has been labeled, the hidden conflict; the forgotten war; and Africa’s most brutal conflict with the worst humanitarian disasters in the world. (Jan Egeland United Nations under Secretary General for Humanitarian Affair; 2005). The Lord Resistance Army (LRA) led by Joseph Kony has produced great sufferings in northern Uganda. (UNICEF: 2005) and (USAID: 2005).Current research on northern Uganda indicates that the region has more than 25 years to achieve balanced development with the rest of Uganda.
Despite of the several attempts by government, religious leaders, Betty Bigombe, elders and “Rwodi”of Acholi, that have progressed into the current peace talks in Juba to cater for people’ safety, many people especially those living in internally displaced camps have lost sense of direction as a result of the challenges of a 20 year old war in Northern Uganda. Physically, many are challenged due to bullet wounds, landmine blasts, and most are, HIV positive as a result of abduction and moral degeneration. UPDF deployment in Sudan which was against the agreement signed on the cessation of hostility worsened hope of the IDPs as they see no sign of war ending (The media report of the 25th October 2006). Worse still is the life condition in the camps where there are rules and regulations which limit the movement of the IDPs outside the camp settlement. As a result, the IDPs are prevented from cultivating their farmland making them idle and hence resort to drug abuses, like alcoholism, smoking, cultural degeneration among others which are likely to bring continued misery. Therefore the research is concerned with establishing the challenges faced by the internally displaced persons in internally displaced persons camp, in Gulu, Pader district.
The Regional Gulu Project is to strictly work with the government of Uganda, grassroot people, local leaders and religious leaders to end fraud and misallocation of funds by most NGOs and political organisations who take advantage of the northern war to seek funds/support from donor communities and misuse them. The main focus of the regional Gulu project of northern Uganda is to also work hand in hand with already existing Community Based Organisations (CBOs),local leaders, youth organizations,children,health initiatives, agricultural and forestry organizations, war victims,disabled,women and children, elderly social and mental institutions to achieve the required goals and objectives through seeking for support/donations, volunteers to work with communities, spiritual and moral support, mental and physical support, working with government in resettling refugees, basic health education, environmental conservation, introduction of innovative technology, access to better health facilities, food security, and other social amenities. Establishment of this project is geared towards giving hope and future for desperate war victims in Gulu and northern Uganda.
Background of the Regional Gulu Project-Northern Uganda.
The Regional Gulu Project-Northern Uganda is a project that was initiated and established in the year 2006 Mukono district by Why Africa Slept Awakening Scientific Research Team (WASASRT) which was visioned to save humanity across the world. WASASRT is a humanitarian grassroots scientific-awakening/spiritual consciousness raising research team under the leadership of Ssemakula Peter Luyima decided to register the dream rescue research team in Mukono Uganda in order to implement consciousness raising divine plan[s] of what needs to happen to save Africa and alternative empowering mental-spiritual awareness programs, for adult youths aged 15 years to 35 years, as the official African pioneer born patriotic grassroots emancipation policy of the WASART Africa Youth Movement. These two strategic principled divine plans, which encouraged African Author and Youth leader, Ssemakula Peter Luyima to start the synergy networking organization for the special contribution for African people? and humanity safety to move off the decadent criminal globalization anti-civilization system and into community of principle to bring to birth sovereign African nations for effective peaceful development and harmonious state of affairs. The project was sought to support the impoverished nations across Africa, war conflicts nations, end poor health, disease pandemics, support children, boost scientific inventions, end to HIV/AIDS ,Ebola, hepatis E virus and malaria, counseling services, support agricultural and forestry projects programmes, environmental conservation, political stability etc. The regional Gulu Project is a project that intends to operate initially in Gulu district and plans to expand to the rest of northern Uganda region. This project still exists under support of little resources/support from the research team and other stakeholders from the community who are have mission and goals as well the project holders.
Objectives
- Be an ambassador to northern regions local projects, CBOs to International community.
- Seek and channel support/funds to CBOs, local leaders, youth groups, elderly, sick and disabled, children and other local projects etc.
- End fraud/misuse of funds/support by political organizations and non- transparent NGOs.
- Promote social, economic and communal development.
- Promote agriculture, forestry and environmental conservation.
- End Sexually Transmitted Diseases (STDs), HIV/AIDS, Ebola, Hepatis E virus, malaria, cholera, dysentery, and diarrhea i.e. promote health education in communities, schools.
- Promote media programes on northern region tragedy, health, poverty, camps and food security.
- Participate global peace summits, concerts and peaceful demonstrations across the continent.
