The TI Secretariat in Berlin is seeking a highly motivated professional for the position of
Programme Coordinator, EU Projects
Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.
In 2009-2010, TI will run two research-based advocacy projects in the EU. The first will focus on the protection of whistleblowers, and the second on statutes of limitation. Both projects will explore the current statutory and policy frameworks, draw on a series of international expert roundtables, develop a set of best practice recommendations, and disseminate the findings to key decision-makers and stakeholders with a view to reform.
The two projects are partially funded by the European Commission, and will be implemented by the participating National Chapters, with coordination and contribution from the TI Secretariat.
The Whistleblower Protection Project is 13 months long and is already under way, while the Statutes of Limitation Project is expected to last 15 months and is yet to begin.
The Programme Coordinator (PC) position will require the successful applicant to work with the TI National Chapters and other parties to drive the successful implementation of the projects and ensure their impact in accordance with TI goals.

Functional Relationships: TI National Chapters, EU Programme Coordinator, TI Brussels Office, TI Policy and Research Department

- Ensure all National Chapters have a clear shared understanding of project objectives, aims, activities, deliverables and timelines
- Ensure that the projects are technically appropriate and build on latest knowledge, including identifying and engaging with key subject matter experts and stakeholders
- Plan, coordinate and organise key project deliverables and activities, including regional planning meetings, international expert roundtables, production of/ contribution to best practice reports, etc.
- Engage effectively with other TIS departments (e.g., Policy and Research) to leverage internal resources and knowledge
- Develop systems for effective monitoring and evaluation of project impact
- Manage project financial and contractual obligations effectively, efficiently and transparently, including establishment of project architecture (e.g., guidelines, templates, contracts,) and donor reporting and liaison
- Coordinate and support project advocacy efforts, both at country levels (e.g., facilitating development of common advocacy strategies and techniques) and internationally (e.g., sourcing international media and advocacy opportunities)
- Source additional project funds and identify pathways for sustainability
- Proven experience in international project management (including financial budget management)
- Demonstrated knowledge of, or proven experience in, campaigning and advocacy techniques and tools
- An understanding of the EU legislative environment, and a preferable knowledge of current anti-corruption and good governance issues
- Advanced university degree in relevant field
- Experience in working with civil society; knowledge of NGO capacity building/training is an advantage
- Highly developed team work and intercultural communication skills
- Commitment to civil society anti-corruption work and TI Principles and Values
- Fluency in English (with knowledge of other European languages an asset but not essential)
- Ability and willingness to travel
